Eloy’s main area of practice is dispute resolution, focusing mainly on public investment, sanctioning administrative law procedures, project management, and public international law.
Educación
Lawyer by the Pontifical Catholic University of Peru (PUCP).
He has completed studies in International Commercial and Investment Arbitration at the University of Buenos Aires (Argentina). He also holds postgraduate studies in Arbitration, Public Procurement, Administrative Law, and Public International Law. In addition, he has pursued master’s degree studies in Economic Administrative Law and in Dispute Resolution. Currently, he is part of the Governance and Public Innovation Program organized by the Development Bank of Latin America and the Caribbean (CAF) and the Pontifical Catholic University of Peru (PUCP).
